If you google "halo teabag" you'll find that in gaming, teabagging means to do a kind of victory dance over an opponent that you've killed. In fact if you look here you'll see that it does knowingly mimic the sexual act of teabagging, but as a way to humiliate your fallen victim.

So yes, this kid knows exactly what the sign means. He probably made it himself.

Whether the older people around him know is anyone's guess. Probably not, which would explain the smirk on his face.
