They were birds of a feather. Nobody manipulated anybody else up there. They did what they damned well pleased while somebody took impeachment off the table to avoid offending certain campaign donors who rather enjoy seeing Arabs getting fucked up.
Also, the war was already well on before those cover sheets were prepared. The cover sheets did NOT persuade Bush to do anything as the war was already on at the time. These cover sheets protected highly classified information (I can't believe how many code word classifications come after the "Top Secret" on those bad boys and about half of them are blacked out!) about the previous day's military operations during the initial invasion.

Nope, Georgie didn't need any persuasion. He did an interview in 1999 about how much he'd gain politically from a war once he was in office. He wanted to be a war president. Iraq has oil. A match made in hell.
